GOVERNMENT HOUSE,

HONGKONG. 29th November, 1920.

My Lord,

I have the honour to forward for instructions a copy of a letter with enclosure received by the Custodian of Enemy Property from Mr. A. Petersen, Bremerhaven, Germany, claiming the release of a pre-war deposit in a Dutch Bank in this Colony.

The facts as discovered locally are as follows:- Alfred Emil Petersen was a ship's Captain employed,

it is believed, by a German company; he was known to the Dutch Bank here as a German. At the outbreak of hostilities he was in Bangkok, and when Siam declared war, he was interned and finally sent as a prisoner of war to India, where he was impri- soned at B. Camp Ahmednagar as No.2224. While in India he was allowed several remittances from his bank balance here, and at no time seems to have raised the question of his nationality. He was finally repatriated at the end of 1919.

The points on which instructions are desired are:- (i). The nationality of the claimant.

(ii).

The treatment of deposits of enemy nationals in other than British banke, such deposits not being recoverable through the Clearing Office.
